OFCCP and EEOC are, respectively, the Office of Federal Contract Compliance Programs, and the Equal Employment Opportunity Commission. The purpose of them is to enforce, for the benefit of job seekers and wage earners, the contractual promise of affirmative action and equal employment opportunity required of those who do business with the Federal government. These practices are important to follow for all jobs regardless of their location.

For all JobCasts in the united states, the Employer may require that all agencies actively agree to follow these guidelines. In that situation, you will agree to comply every time you submit a candidate. By doing so, you are responsible to provide any information as required by the guidelines if you are requested to do so.
