A red circle with a number on the bell between the search bar and your Earnings badge means that you have new Alerts.
Clicking on the number will open the Alert Center
Alerts let you know if:
You have unread Chat Messages from the Employer
You have received Candidate Updates
There are updates to a JobCast you are working on (such as it has been closed, reopened, locked, or unlocked)
All of these notifications come in real-time, so you should be monitoring them and taking action accordingly.
Pro Tip: Clicking on a notification will open the event on your dashboard.
