You should submit candidates to a JobCast immediately after clearing them on the role. 

As candidates are presented, their contact information is released and the employer decides if they will advance or reject the candidate.

Make sure you are checking for lock signs, as you cannot submit to positions that are locked. If a JobCast is locked, the employer will give you a detailed reason why, which you can view by hovering your mouse over the lock icon.
